I have recently installed the WiFiAnalyser app to investigate WiFi coverage in a building. After Android 9, it seems that WiFi scanning is throttled to conserve battery life. A good idea, but not what you want when you are looking for strength of all WiFi signals available. Here is a procedure to disable WiFi scan throttling on a Samsung A50.
First enable Developer options:
Settings / About phone / Software information
Tap multiple times (!) on Build number
Now a new item is added to the Settinngs menu, so:
Settings / Developer options (at bottom) / Networking / WiFi scan throttling / [turn off]
